Universe is built around a permanent Event Producer-controlled operating-company structure. Qualified participating Event Producers, collectively as a class, are intended to hold 60% of the ownership and voting authority. No individual Event Producer owns or controls 60%. Professional management provides the brand, technology, infrastructure, continuity and execution required to build a championship that lasts.

Official Universe Allstar Qualifiers connect local and regional events to the championship. Approved Event Producers host those events, retain qualifier-event revenue subject to approved costs and agreements, and award approved Universe bids.
